Role Purpose
This role provides dedicated onsite oversight of electrical safety practices during a hyperscale data centre construction project in Kuala Lumpur, Malaysia. The successful candidate will act as the primary point of contact for electrical hazard identification and mitigation, and will serve as the designated Energy Marshal, responsible for verifying electrical Lockout/Tagout (LOTO) procedures in accordance with the client’s project safety standards and local Malaysian regulatory requirements.Key Responsibilities
Electrical Safety Oversight (Commissioning Focus)- Conduct daily inspections focused on electrical installation, testing, and commissioning activities.
- Review and authorize electrical work permits (PTW), ensuring adequate risk assessments and control measures are in place.
- Verify electrical work practices in the field against approved procedures and method statements.
- Monitor energization sequences and commissioning activities for full compliance with safety protocols.
- Exercise Stop Work Authority for any imminent electrical hazards or unsafe conditions.
- Provide practical, on-the-ground electrical safety coaching to contractors and commissioning teams.
- Participate in daily pre-task planning and toolbox talks with a focus on electrical risks.
- Manage access control for energized zones and maintain oversight of live systems throughout the commissioning process.
- Act as the site’s lead authority for electrical Lockout/Tagout (LOTO) implementation and verification.
- Physically confirm isolation points and verify zero energy state before work commences.
- Authorize and oversee safe removal of LOTO devices, ensuring correct re-energization procedures are followed.
- Conduct regular audits of electrical LOTO procedures, devices (locks/tags), and records.
- Serve as the final verification authority for complex isolation sequences during commissioning.
- Maintain accurate records of all LOTO activities and audits.
- Coordinate with stakeholders to resolve any conflicts involving work activities and isolation requirements.
- Ensure all electrical activities during commissioning comply with applicable Malaysian electrical safety legislation, including the Electricity Supply Act 1990, the Electrical Installations Regulations, and the client’s internal safety protocols.
- Report all electrical incidents, near misses, and identified hazards promptly to site management and the EHS lead.
- Assist in investigations of any electrical incidents occurring during the commissioning phase.
- Maintain detailed daily logs of electrical safety observations, LOTO actions, and energization status for visibility and assurance.
Essential:
- Holder of a valid and recognised electrical competency certification as required under Malaysian regulations (e.g., Suruhanjaya Tenaga Competent Electrical Engineer or Chargeman certifications).
- Strong field-based experience providing electrical safety oversight during construction and commissioning phases of large-scale projects (e.g., data centres, industrial plants, energy infrastructure).
- Demonstrated experience implementing and managing LOTO systems in live, complex commissioning environments.
- In-depth understanding of electrical hazards and effective control strategies, particularly around temporary power and energization.
- Working knowledge of applicable Malaysian electrical safety legislation (e.g., Electricity Supply Act 1990, Suruhanjaya Tenaga Energy Commission regulations) and relevant international standards (e.g., IEC, BS, NFPA, OSHA 1926).
- Proven ability to work hands-on in dynamic, fast-paced site environments with diverse stakeholders.
- Fluent in English; Bahasa Malaysia proficiency is highly advantageous.
- Experience in data centre, oil & gas shutdowns, or other heavy industrial commissioning projects.
- Strong communication, observation, and intervention skills.
- Ability to drive safety culture and positively influence contractor behaviour onsite.
